2. PERMITS (Projects over $50,000 with no objections and with staff recommendation for approval).

3. DOMINION TERMINAL ASSOCIATES., #97-0121, requests after-the-fact authorization to maintenance dredge, by clamshell method on an annual basis up to 40,000 cubic yards of subaqueous material to maintain depths of -52 feet at their facility situated along the James River in the City of Newport News.

4. STEPHEN H. GASKINS, #97-0541. Appeal of the May 15, 1997, Suffolk Wetland Board decision to deny his request to construct a 60-foot long by 12-foot wide concrete boat ramp at his property situated along the James River.

5. DENNIS W. ANKENEY, #97-0616. Commission review of the May 21, 1997, decision of the Poquoson Wetland Board to approve the installation of 66 linear feet of concrete pipe and the filling of a tidal ditch containing wetland vegetation at his property situated adjacent to White House Cove.

6. MARK S. DAVIS, #97-0396. Commission review of the May 21, 1997, decision of the West Point Wetland Board to approve the construction of 75 linear feet of vinyl sheet bulkhead and the filling of 3,900 square feet of vegetated tidal wetlands at his property situated along the York River.

7. RONALD J. DEAN, #97-0278. Commission review of the May 21, 1997, decision of the West Point Wetland Board to approve the construction of 67.5 linear feet of vinyl sheet bulkhead and the filling of 6,750 square feet of vegetated tidal wetlands at his property situated along the York River.

8. INTERNATIONAL SEAFOOD, INC., #97-0133, requests authorization to construct a 60-foot by 12-foot commercial seafood offloading pier with a 60-foot by 18-foot covered L-head, 120 linear feet of timber bulkhead and 100 linear feet of riprap revetment at their facility situated along Sarah Creek in Gloucester County. The project is protested by several nearby property owners.

9. CHARLES CITY COUNTY, #96-1438, requests authorization to construct a public boat ramp with associated tending piers and 120 linear feet of riprap revetment at their property situated along the James River. The project is protested by an adjoining property owner and the Virginia B.A.S.S. Federation.

10. LEIGH M. WELLS, #97-0843, requests authorization to install and backfill 100 feet of timber bulkhead a maximum of two (2) feet channelward of an existing failed structure at his property situated along the James River in Prince George County. A wetlands permit is required.

11. DISCUSSION: Commission consideration of a policy concerning private piers and boathouses.

12. DISCUSSION: Commission consideration of protested Oyster Planting Ground Applications in Toms Cove submitted in the names of Ronald Snead, Kevin Mason, Gary W. Howard and Billy Reed, Jr., by John J. Battista and others.

13. DISCUSSION: Commission consideration of a request to set aside an area along the East and South shores of Toms Cove for Public clamming use.

14. PUBLIC HEARING: Consideration of proposed regulatory amendments concerning the commercial hook-and-line harvest of spadefish.

15. PUBLIC HEARING: Consideration of Amendments to Regulations 4 VAC 20-700-et. seq., 4 VAC 20-270-10 et. seq., and 4 VAC 20-370-10 et. seq. to improve enforcement of certain crab harvest restrictions.

16. APPEALS of crab pot/peeler pot license denials.

17. DISCUSSION: Request for public hearing pertaining to proposed amendments to Regulation 4 VAC 20-480-10 et. seq., "Pertaining to Eastern Shore Bayside Management Areas."

18. APPEAL of Commercial Fisherman Registration License denials.

19. PUBLIC HEARING: Consideration of proposed regulation 4 VAC 20-600-10 et. seq. "Pertaining to Pound Net License Sales."

20. CONSIDERATION of cases involving Regulation 4 VAC 20-610 et.seq., for failure to report commercial seafood harvests.

2A. VYVX, INC., #97-0607, requests authorization to install 220 miles of fiber optic cable within a right-of-way originating in Prince William County and passing through multiple counties and watersheds and exiting the State in Pittsylvania County. Recommend a royalty assessment of $2,862.00 for the encroachment over 2,862 linear feet of subaqueous bottom at a rate of $1.00 linear foot.

2B. CITY OF NORFOLK, #97-0401, requests authorization to modify the existing Town Point Park promenade as part of an Armed Forces Memorial. This will require replacing the existing riprap, removing and bridging two sections of the existing promenade and constructing a concrete skirt at the perimeter of the promenade adjacent to their property situated along the Elizabeth River.

2C. GOVERNOR=S LAND ASSOCIATES, #90-0953, requests authorization to modify an existing permit to install one headland breakwater approximately 77 feet in length and approximately 1,000 cubic yards of beach nourishment. Recommend a royalty in the amount of $405.00 for the filling of 8,100 square feet of subaqueous land at a rate of $0.05 per square foot.

2D. NAVAL AMPHIBIOUS BASE, LITTLE CREEK, #96-1527, requests authorization to modify their existing permit to facilitate the shifting of 24 proposed wetslips from Pier 9 to Pier 8 at their existing recreational marina situated within Little Creek Cove in Virginia Beach.

2E. GREAT NECK POINT DREDGING ASSOCIATION, #95-0087, requests a modification to their previously approved proposal to allow for the additional dredging of approximately 26 cubic yards of State-owned subaqueous bottom to allow for a minor channel reconfiguration in an embayment contiguous to the Lynnhaven River in Virginia Beach. Recommend an additional royalty in the amount of $7.80 for the dredging of 26 cubic yards of new material at a rate of $0.30 per cubic yard.
