A) Chapter 4VAC20-950-10 et seq., "Pertaining to Black Sea Bass"

The Commission proposes two options for incorporating the black sea bass hardship fishery quota, as part of the directed fishery quota.  The first option would convert each permittee's hardship quota into a percentage of the directed fishery, based on the 2009 directed fishery quota.  The second option would convert each permittee's hardship quota into a percentage of the directed fishery, based on the directed fishery quota, for the year the hardship quota was awarded.  Hardship quotas may be transferred for the first time in 2010.
