construct a new 290-foot pier to create 27 new open slips at the
Deltaville Marina situated along Jackson Creek in Middlesex County.
The project is protested by three nearby property owners.
5. CITY OF NEWPORT NEWS, #96-1304, requests authorization
to replace an existing box culvert and bridge with a pre-cast
concrete slab bridge approximately 50 feet wide by 66 feet long
with a total of 162 feet of riprap revetment at the existing 25th
Street crossing over Salters Creek. The project is protested by
an adjacent property owner.
6. DISCUSSION: Request by watermen to change the oyster
quotas for the James River.
7. DISCUSSION: Request by DeMaria Seafood to extend private
ground relay season for Area 34, Warwick River.
8. DISCUSSION: Petition submitted by John W. Ridley to
create a cooperative program and limited oyster fishery for traditional
deadrise boats.
9. PUBLIC HEARING: Consideration of Amendments to Regulation
4 VAC 20-500-10, et. seq., pertaining to eels and a request of
Mr. Willy Bokelaar for a permit to harvest elvers for aquaculture.
10. PUBLIC HEARING: Consideration of amendments to Regulation
4 VAC 20-620-10 et. seq., pertaining to summer flounder.
11. PUBLIC HEARING: Consideration of amendments to Regulation
4 VAC 20-880-10 et. seq., pertaining to limits on the sale of
crabbing licenses.
12. CONSIDERATION of violations of Regulation 4
VAC 20-610-10 et. seq., pertaining to mandatory reporting of commercial

2A. U.S. ARMY CORPS OF ENGINEERS, #95-0645, requests authorization
to place 40,000 cubic yards of dredged material from the Parkers
Creek Federal Project Channel in the surf zone on the oceanside
of Metomkin Island in Accomack County.
2B. PLANTATION PIPE LINE COMPANY, #96-0841, requests authorization
to install by directional drill method, an 830-foot submerged
utility crossing of Powells Creek, a tributary of the Potomac
River in Prince William County. Recommend a royalty assessment
in the amount of $830.00 for the encroachment under 830 linear
feet of State-owned submerged lands at a rate of $1.00 per linear
foot.
2C. U. S. ARMY CORPS OF ENGINEERS, #90-0474, requests authorization
to nourish approximately five miles of Sandbridge Beach in Virginia
Beach by placing approximately 1,500,000 cubic yards of beach
quality sand obtained from a borrow source located outside of
Virginia's Territorial Sea.
3A. CHESAPEAKE PAPER PRODUCTS CO., #96-0671, requests after-the-fact
authorization to retain a 24-foot long by 15-foot wide covered
boatlift constructed adjacent to their pulp and paper mill situated
along the Pamunkey River in West Point. The applicant has agreed
to a $500 civil charge in lieu of further enforcement action.
