5. THOMAS V. JOYNT, #97-1395, requests authorization to construct a 17-foot by 36-foot private, noncommercial, open-sided boathouse adjacent to his property situated along Linkhorn Bay in Virginia Beach. The project is protested by an adjacent property owner.
6. WALTON MAHON, #97-1626, requests authorization to construct a 48-foot long low profile timber groin adjacent to his property situated along the Rappahannock River in Caroline County. Wetlands and subaqueous permits are required.
7. PUBLIC HEARING: Consideration of amendments to Regulation 4 VAC 20-950-10 "Pertaining to Black Sea Bass," to raise the minimum size limit to 10 inches for commercial fisheries.

2A. CHESTERFIELD COUNTY DEPARTMENT OF UTILITIES, #97-1862, requests authorization to install a 30-inch potable water line crossing of Ashton Creek, just south of the Route 1 and 301 crossing in Chesterfield County.
2B. HENRICO COUNTY DIVISION OF RECREATION AND PARKS, #97-1608, requests authorization to construct a public access facility involving the installation of a 120-foot long fishing pier with a 56-foot T-head and a 400 square foot roof, 50-foot and 65-foot sections of quarrystone riprap revetment, and associated 35-foot and 45-foot marginal wharves/boardwalks at the Henrico County Parks and Recreation property situated along the James River immediately upstream from Osborne Landing.
2C. GLOUCESTER COUNTY DEPARTMENT OF PUBLIC WORKS, #97-1686, requests authorization to construct a 140-foot by 10-foot open-pile addition to the western end of the existing pier-head at the public fishing pier located at the Gloucester Point Beach on the York River.
2D. AQUIA HARBOUR PROPERTY OWNERS ASSOCIATION, #97-1173, requests authorization to modify a previously issued permit to allow the additional dredging of 1,332 cubic yards of subaqueous material from Aquia Creek adjacent to the Aquia Harbour subdivision in Stafford County. Recommend a royalty in the amount of $399.60 for the dredging 1,332 cubic yards of State-owned subaqueous land at a rate of $0.30 per cubic yard.

SUNSET YACHTING CENTER, #94-0047, requests after-the-fact authorization to retain an alternate configuration of five (5) floating piers approved under a previously issued permit, and a 10-foot long by 20-foot wide floating dock addition at their property situated along Sunset Creek in the City of Hampton. The applicant has agreed to pay a civil charge in the amount of $1,500.00 in lieu of further enforcement action.
