of 12 new open slips. Also proposed is the construction of 1,418
linear feet of commercial pier including an attached 505 linear
foot concrete wave screen, 405 linear feet of riprap revetment
and the dredging of 14,100 yards of subaqueous material to a maximum
depth of minus seven (-7) feet at mean low water. The project
is protested by nearby property owners.
4. DEPARTMENT OF TRANSPORTATION, #96-1087, requests authorization
to raise the Jones Creek bridge to + 17 feet mean high water.
The project involves impacts to approximately 18,500 square feet
of tidal wetlands along State Route 704 at Rescue in Isle of Wight
County. The project is protested by area residents.
5. JOSEPHINE ERWIN, #96-1019, requests authorization to
construct 129 linear feet of bulkhead approximately two (2) feet
in front of an existing deteriorated bulkhead structure at her
property situated along the Mattaponi River in King and Queen
County. Wetlands permit required.
6. EVELYN'S TRUST, #96-0970, requests after-the-fact authorization
for an approximately 160-foot long bulkhead constructed in wetlands
on the Trust property situated along the Mattaponi River in King

2A. SOUTHERN STATES COOPERATIVE, INC., #96-1136, requests
authorization to install a concrete pile/wood pile breasting dolphin
at their ship berthing facility situated along the Southern Branch
of the Elizabeth River in Chesapeake. Recommend a royalty in the
amount of $53.40 for the encroachment over 178 square feet of
State-owned subaqueous bottom at a rate of $0.30 per square foot.
2B. RIVER WALK DEVELOPMENT, INC., #90-1144, requests a
modification to their previously approved marina project to allow
for the additional dredging of 300 cubic yards of State-owned
subaqueous material and the reconfiguration of 16 wet slips adjacent
to their development situated along the Southern Branch of the
Elizabeth River in Chesapeake. All dredged material will be transported
to and placed in the Craney Island Disposal Facility. Recommend
a revised annual royalty of $84.27 for the encroachment over 2,809
square feet of State-owned subaqueous bottom at $0.03 per square
foot and a dredging royalty of $90.00 for the dredging of 300
cubic yards of new material at a rate of $0.30 per cubic yard.
2C. PRINCE WILLIAM COUNTY PARK AUTHORITY, #96-0750, requests
authorization to mechanically dredge 14,825 cubic yards of State-owned
bottom material from the Occoquan River, install four (4) floating
T-head commercial piers and associated mooring piles for 76 wet
slips and construct in association with a 250 slip dry storage
facility. Recommend approval with a time of year restriction so
that dredging not be conducted from March 15 through October 31,
and with the assessment of a $4,447.50 royalty for the dredging
of 14,825 cubic yards of material at a rate of $0.30 per cubic
yard and an annual royalty of $153.36 for the encroachment over
5,112 square feet of subaqueous bottom at a rate of $0.03 per
square foot, payable upon transfer of the facility and property
to a private interest.
2D. MARITIME ADMINISTRATION, #96-1132, requests authorization
to install 475 feet of bulkhead adjacent to their facility at
Ft. Eustis situated along the James River in the City of Newport
News.
2E. SLEEPY POINT PROPERTY OWNERS ASSOCIATION, #96-0591,
requests authorization to construct a combination open-pile floating
pier with gazebo, extend an existing boat ramp and associated
launch piers and dredge 100 cubic yards of subaqueous material
adjacent to the Association's property situated along the Nansemond
River in Suffolk. Recommend a royalty of $677.00 for the encroachment
over 2,256 square feet of subaqueous bottom at $0.30 per square
foot, and a dredging royalty of $30.00 for the dredging of 100
cubic yards of new material at a rate of $0.30 per cubic yard.
