to create 14 additional slips at two (2) Hudgins Point Estates
community piers situated along Cobbs Creek in Mathews County.
The project is protested by several nearby property owners.
4. REGATTA POINT YACHT CLUB, #96-0467, requests authorization
to redevelop and expand their existing marina situated along Broad
Creek in Middlesex County through the relocation of 13 existing
boat slips to a proposed 210-foot long boathouse and the construction
of a new 120-foot boathouse containing 6 slips and a 240-foot
pier containing 6 open slips. Also proposed is the construction
of a 300-foot marginal wharf, 405 linear feet of riprap revetment
and the dredging of 10,500 cubic yards of subaqueous material
to produce maximum depths of minus seven (-7) feet at mean low
water. The project is protested by two nearby property owners.
5. SPOTSYLVANIA COUNTY, #94-1134, requests a modification
to their previously issued permit to allow for the construction
of an enlarged 114-foot long by 12-foot wide stream-side intake
structure located in the Rappahannock River in the County. The
project is protested by an adjacent property owner.
6. PUBLIC
HEARING: 1996-1997 Oyster Season-Special Tangier and
Pocomoke Sound Broodstock Replenishment Project.
7. PUBLIC HEARING: Consideration of an expenditure
from the Virginia Saltwater Recreational Fishing Development Fund
for construction of a fishing pier at Windmill Point, Lancaster
County.

2A. HERBERT ANSELL, #96-0909, requests authorization to
construct 278 linear feet of floating timber pier and finger piers
to create a 19-slip marina at property situated along the Southern
Branch of the Elizabeth River in Chesapeake. Recommend a one-time
royalty of $284.40 for the encroachment over 948 square feet of
State-owned subaqueous bottom at a rate of $0.30 per square foot.
2B. B & J LLC, #96-1179, requests authorization
to cross the North Fork of the Roanoke River in Montgomery County
with a 32-foot wide clear-span roadway bridge to replace a failed
bridge and provide access to an existing subdivision. Recommend
a royalty in the amount $480.00 for the encroachment over 1,600
square feet of State-owned subaqueous bottom at a rate of $0.30
per square foot. Recommend inclusion of our standard instream
construction conditions and time-of-year restriction from March
15 through June 30 to minimize impacts to the federally endangered
Roanoke logperch.
2C. CITY OF LYNCHBURG, #96-1183, requests a modification
to permit the crossing of a total of 186 linear feet of Ivy Creek
with a submerged sewer line at seven (7) locations in conjunction
with phase 1B of a sewer replacement project within the City.
Recommend inclusion of our standard instream construction conditions.
2D. RGC (USA) MINERAL SANDS, INC., #96-1095, requests authorization to install a raw
water intake structure along the Nottoway River, approximately 2.5 miles upstream from the Route 619 bridge in Sussex County, to supply a pond providing make-up water for the
processing of mineral sands at their concentrator plant located
on State Route 617 in Dinwiddie County. Recommend a royalty of
$18.00 for the encroachment over 60 square feet of subaqueous
bottom at a rate of $0.30 per square foot.
2E. CITY OF VIRGINIA BEACH, #93-1494, requests authorization
to dredge approximately 211 cubic yards of subaqueous bottom material
and construct a 42-foot long by 51-foot wide replacement bridge
at the Indian River Road crossing of the North Landing River.
Recommend a March 1 through May 31 time-of-year restriction on
instream work to minimize impacts upon anadromous fishes.
