Hailing from Montgomery, Alabama, John Cosgrove holds a Bachelor of Science degree in Electrical Engineering from Old Dominion University. After college, John worked on several Department of Defense systems at Texas Instruments and then worked as a program manager for the F-14D “Tomcat” fighter aircraft at Naval Air Systems Command in Arlington, Virginia, and Patuxent River Naval Facility in Maryland. John was commissioned as an Aerospace Engineering Officer in the United States Navy. John was elected to the Chesapeake City Council in May of 1998 and served as Vice Mayor of the City. In a special election in 2001, John was elected to the Virginia House of Delegates and then in 2013 was elected to the Senate of Virginia where he served until September of 2023. As a former partner in a marine construction company, John regularly interacted with various permitting processes at the state, federal, and local levels.

In his free time, his interests include golf, travel, music, and spending quality time with his wife Sue and close friends. John is also frequently requested to sing at various events and weddings throughout the year.
